Crafting the Blue Specter requires knowledge of its blueprint. The blueprint becomes available for purchase once you have reached the rank of Kingpin in Infamy. You can buy the blueprint for 50 File:Ethereal Ashes.png Ethereal Ashes from the Mysterious Rogue in The Oubliette, in the Red Isles.
