Crafting the Demi-Cannon IV requires knowledge of its blueprint. The blueprint becomes available for purchase once you have reached the rank of Marauder in Infamy. You can buy the blueprint for 2540 
Silver from the Corrupt DMC Officer in the Ruined Lighthouse, in the East Indies.
