- Adds 20% of damage as Flooding Damage.
-Blast:
- Adds 15% of damage as Explosive Damage in a 50m Blast Radius.
How to Craft[]
Crafting the Leopold II requires knowledge of its blueprint. The blueprint becomes available for purchase once you have reached the rank of Cutthroat in Infamy. You can buy the blueprint for 5670 
Silver from the Overseas Smuggler in The Necropolis, in the East Indies.
