Once the home settlement of an ancient nomadic seafaring clan, Telok Penjarah has been transformed into a refuge for outlaws and mercenaries running from the brutal grip of the DMC. This pirate haven also serves as the headquarters and home port of Admiral Rahma and her Rempah resistance fleet. Over time, it has developed a lucrative but destructive opium trade as well.
Telok Penjarah is a vibrant trade center filled with a remarkably diverse population of merchants and other inhabitants who've gravitated here from across the East Indies. This colorful coastal sanctuary welcomes fugitives of all sorts, offering a free and open community to everyone.
In Skull and Bones, the opium trade running out of Telok Penjarah and elsewhere is growing into a highly lucrative commodity market. Peddling such an addictive drug ensures repeat customers and a steady flow of "commerce." As a result opium consumption has become a debilitating affliction in the region. Red-lit opium dens are common not only in the East Indies but in communities across the Indian Ocean sphere.

Trivia and speculation[]
Telok Penjarah translates from Malay to English as Plunder Bay or Looters Bay. Based on the location of Telok Penjarah, as well as it's status as a pirate den, the settlement could be based on, or act as a stand in for, Singapore as Singapore Island originally was inhabited by fishermen and pirates, and it served as an outpost for the Sumatran empire of Srīvijaya prior to it's acquisition by the British.
